- American diplomat who specialized in Latin American affairs. Thomas C. Mann (Laredo, Texas, November 11, 1912 – January 23, 1999) was a diplomat who specialized in Latin American affairs while employed by the U.S. Department of State from 1942-1966. During the first administration of U.S. President Dwight D. Eisenhower he served in a variety of posts, including two years as Ambassador to El Salvador.
