- United States federal judge. Herbert Stephenson Boreman (September 21, 1897 – March 26, 1982) was a United States federal judge. Boreman was born in Middlebourne, West Virginia. He received an LL.B. from West Virginia University College of Law in 1920. He was in private practice in Parkersburg, West Virginia, 1920-1923, 1927-1929 from 1932 to 1954.
