- United States federal judge. Louis Henry Burns (May 11, 1878 – June 9, 1928) was a United States federal judge. Burns was born in New Orleans, Louisiana. He received an LL.B. from Tulane Law School in 1904. He was in private practice in New Orleans, Louisiana from 1904 to 1911. He was an assistant U.S. Attorney of the Eastern District of Louisiana from 1911 to 1913. He was in private practice in New Orleans, Louisiana from 1913 to 1921.
