- United States federal judge. Charles Gelbert Neese (October 3, 1916 – October 22, 1989) was a United States federal judge. Neese was born in Paris, Tennessee. He received an LL.B. from Cumberland University in 1936. He read law in 1938. He was in private practice in Paris, Tennessee from 1938 to 1941. He was a Field secretary of U.S. Rep.
