- United States federal judge. Dale Emerson Saffels (August 13, 1921 – November 14, 2002) was a United States federal judge. Born in Moline, Kansas, Saffels was a Major in the United States Army Signal Corps during World War II, from 1942 to 1946. He then received a B.A. from Emporia State University in 1947 and a J.D. from Washburn University School of Law in 1949. He was in private practice in Garden City, Kansas from 1949 to 1979.
